Program Manager (LabAspire) - Hybrid/Richmond, CA (Biotech)



SUMMARY

The CDPH-CAPHLD LabAspire Program seeks a Program Manager to work closely and collaborate with public health laboratories in the state, local counties, and the California Association of Public Health Lab Directors (CAPHLD) to manage and facilitate the LabAspire Program. 

Applicants must be able to maintain a consistent and regular schedule; communicate regularly and effectively (orally and in writing) in dealing with the public, collaborating agencies, and employees; develop and maintain knowledge and skills related specifically to tasks, methodologies, materials, tools, and technology; complete assignments in a timely and efficient manner; and adhere to departmental policies and procedures.

This position will oversee and manage the LabAspire Program, partners, candidates, and employee(s), as well as assist with managing volunteers and recruiting participants. Tasks will involve managing and working with emails, forms, different software and documents, online platforms, and resources, coordinating reports, purchases, presentations, and schedules. Experience with curriculum development, program evaluation and management, online platforms (e.g., Canvas and website development), reporting, performance management, supply requisitions and ordering, inventory management, and maintenance of Program resources are necessary. Maintaining an organized work environment, multi-tasking, working well in a team environment, managing a team, and being detail-oriented are essential skills for this position.

The salary/hourly range will depend on experience/qualifications.

Full-time salary range is $103,992 to $117,048 annually.

Part-time hourly range is $49.99 to $56.27 per hour.

ESSENTIAL FUNCTIONS 

  • Oversee LabAspire Program in collaboration with Center for Laboratory Sciences, California Department of Public Health (CDPH) and California Association of Public Health Laboratory Directors (CAPHLD). Oversee the work of LabAspire Program Coordinator, partners, and fellows.
  • Work with CAPHLD LabAspire Committee (LAC) and CAPHLD Executive Committee (EC), Laboratory Field Services, and other partners to develop and update curriculum, manuals, candidate's fellowship records, and other documents.
  • Work with LabAspire Program Coordinator to schedule and host LabAspire bi-monthly meetings; invite speakers, prepare agendas, keep and distribute meeting minutes to LabAspire fellows and CAPHLD.
  • Develop, create, implement, and maintain content of online platforms and portals, such as Canvas, SquareSpace, Google Drive for LabAspire Program materials, curriculum, and data.
  • Assign training modules to fellows through online subscriptions, such as MTS.
  • Arrange training and networking opportunities for fellows with outside agencies, such as water and wastewater testing laboratories.
  • Implement, coordinate, and review PHM requirements for PhDs to obtain lab competencies and PHM license, as required by LabAspire Program.
  • Collaborate with LFS and LabAspire Committee to define and maintain pathways for doctoral level candidates to acquire PHM licensure.
  • Develop competency evaluations and provide attestation for PhDs requesting reduced PHM training to meet PHM lab training requirements, as needed.
  • Ensure Laboratory Directors are on track with mentoring and following their proposed training plans for fellows.
  • Identify, measure, and track KPIs (Key Performance Indicators) through Program evaluation, surveys, and collected data.
  • Respond to budget drills and Program inquiries on fellows, funding, and other reportable information to leadership.
  • Provide presentation and updates on LabAspire candidates, progress, and completion rates.
  • Oversee performance management and provide professional development opportunities to LabAspire fellows and LabAspire employees and contractors.
  • Maintain and track LabAspire fellows progress with obtaining required credentials (TS/GS exams, MPH, DrPH, PhD) for Public Health Laboratory Directors as well as Program benchmarks.
  • Oversee tracking, updating and maintaining LabAspire Fellows quarterly reports.
  • Prepare certificate of completion for graduating fellows, obtain signatures from CAPHLD President and State Lab Director and email signed certificates to the graduates.
  • Provide administrative support for CAPHLD LAC including updating LabAspire Program Manual.
  • Maintain ownership of LabAspire Program Manual and ensure period review and evaluation by LabAspire Committee.
  • Conduct board meetings with CAPHLD EC and other partners affiliated with the LabAspire Program.
  • Present board items to CAPHLD EC for decisions about the Program.
  • Conduct surveys and evaluations for Program review.
  • Review feedback from LabAspire surveys and evaluations from fellows and Lab Directors.
  • Provide information about LabAspire Program to CAPHLD and prospective LabAspire fellows and assist with onboarding into the LabAspire Program.
  • Participate in selection process, interviews, outreach efforts, and expanding academic partnerships and opportunities for LabAspire follows to have a robust training experience. Monitor LabAspire email inbox.

  • Presentation skills and facilitating meetings online and in-person
  • Familiarity with public health laboratory and program budget
  • Familiarity in Microbiology laboratory procedures and diagnostic testing
  • Experienced with COVID-19 prevention, control, and laboratory safety
  • Ability to coordinate with state and local agencies to support priorities of the training Program 

Education/Experience 

  • At least 2 years of relevant work experience in a local or state Public Health Laboratory; experience specifically with college curriculum development, program management, evaluation, reporting, research experience and operational functions, preferred
  • Doctorate degree, preferred

Certificates/Licenses/Clearances 

  • A valid California driver's license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Travel will be reimbursed. 
  • Current, valid California PHM certification, preferred

WORK ENVIRONMENT

This is a hybrid position and will intermittently be required to work at the CDPH campus in Richmond, CA in indoor temperature controlled general office and laboratory settings. 

Essential workforce training may take up to 40 hours per week on site in Richmond, CA.

Must have functioning internet access at remote location.
