Department: Purchasing Salary: Commensurate with Experience/Education Description:
Responsible for procuring and negotiating materials, equipment and supplies of a complex and highly technical nature for the University. Provides guidance and technical working direction buyers/clerical purchasing support staff.
1. Processes complex and technical purchasing transactions according to state and federal statutes, and institutional policies and procedures.
2. Writes and distributes highly technical request for proposals (RFP), request for quotes (RFQ), and invitations to bid (ITB).
3. Interprets and communicates purchasing procedures to departments; assists departments in initiating requisitions and orders and resolves purchasing problems between department and vendor.
4. Monitor records regarding pricing and ordering of materials, prepares report analysis and make recommendations.
5. Conducts on-going research to remain apprised of the most current market trends and techniques to ensure the most cost-efficient purchases.
6. May provide guidance and direction to entry level Buyers.
7. Performs other job-related duties as assigned
MQ: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
Requires a minimum of five (5) years of directly job-related experience.
