SUMMARY: Responsible for developing, implementing and maintaining safety, security, quality, and environmental programs ensuring regulatory compliance, driving loss and incident prevention efforts, incident and injury response, injury case management, facilitating inspections and audits of facilities, providing regulatory technical support and training assistance at all levels within the organization.
GENERAL RESPONSIBILITIES:
• Manages and champions the SQE performance for the business unit, and reviews the effectiveness and efficiency of operational practices, processes, and procedures.
• Develops, implements and maintains safety, health and/or environment management programs ensuring regulatory compliance at the local, state and federal levels.
• Provides regulatory and technical support and training assistance at all levels within the organization. Identifies non-conformance, corrective and preventive actions and manages continual improvement programs.
• Manages and/or participates in the investigation of incidents, identifying root causes; responsible for preparing reports, recommendation and oversight of all corrective actions.
• Develops standardization and best practices of safety processes, templates and practices. Works collaboratively with Governance and Operations to ensure documentation and execution of all policies and procedures.
• Reviews safety reports, corrective action requests, training, near misses, event reports, change of command forms etc.; and uses technical expertise to provide feedback and/or suggest improvements.
• Interprets and evaluates data to identify, assess and mitigate safety, health, quality and environmental trends and opportunities; and develops appropriate controls to mitigate hazards related to high-risk operations.
• Champions the safety culture, performs operational assessments to review the effectiveness and efficiency of safety and environmental practices and procedures through onsite visits and regular communication.
• Identifies safety-training requirements and facilitates development and implementation of safety training programs. As applicable to vessels, implements environmental management practices to minimize the environmental impact of vessel operations. Ensures compliance with Federal/State/Local laws, rules, and regulations, company policies, customer requirements, marine terminal regulations, and Charter Party requirements.
• Maintains, revises and edits procedures manuals. Acts as Company liaison with NRC, MRA, and MPA. In some locations, maintains office of "Designated Person (DP) under the ISM code.
PEOPLE MANAGER: Y EDUCATION: Bachelor's degree in occupational safety and health, marine engineering, transportation or related scientific or management discipline; or a combination of post high school and experience equal to eight (8) years may be substituted for education.
EXPERIENCE: 5 years' professional experience in safety, health and environmental management; maritime, transportation or fuel operations experience preferred.
TECHNICAL PROFICIENCY: Proficient in Microsoft Office products, including Excel, Outlook and Word. Strong knowledge of safety regulations (OSHA, EPA, etc.) and quality standards (ISO 9001, ISO 14001). Proficiency in safety and quality management systems. Experience with environmental impact assessments and sustainability practices.
COMPETENCIES: Excellent verbal and written communication skills to effectively train employees and interact with regulatory agencies. Ability to prioritize, organize and perform multiple work assignments simultaneously while meeting assigned deadlines. Ability to conduct root cause analysis and implement corrective actions. Strong analytical skills to interpret safety, quality, and environmental data. Ability to identify and/or document existing and new trends, as well as evaluate and predict their impact on the organization.
OTHER: Professional certifications such as Certified Safety Professional (CSP), Certified Quality Engineer (CQE), or Environmental Management System (EMS) certification preferred. Recognized as an expert in SQE regulations, principles, pollution control technology, industrial hygiene and safety-related equipment and safeguards.
JOB SCOPE: Position impacts the entire organization.
WORKING CONDITIONS: Works both inside an office environment and also outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. May require extended use of computer keyboard and viewing of computer monitor and ability to sit for long periods of tim e.
