Associate Engineer (Finance)
The County of Riverside's Transportation and Land Management Agency is looking for an Associate Engineer to join their Plan Check Section located in Riverside.
This position plays a crucial role in the review and approval process of Water Quality Management Plans (WQMP) and Hydrology/Hydraulic Studies prepared by private engineers, ensuring quality and timely evaluations. The successful candidate will be responsible for reviewing Entitlement Exhibits, Final Maps, improvement plans, and grading plans, ensuring all documents comply with relevant codes and regulations. The position also serves as a technical resource, acting as the primary point of contact for private development engineers and customers concerning WQMP and drainage-related inquiries. Additionally, the role requires coordination with multiple internal and external entities, including Building and Safety, Economic Development, Grading Inspection, Survey, Flood Control, Planning/Land Use, and others, to facilitate the approval and permitting of private development projects.
The ideal candidate will possess strong written and oral communication skills, with the ability to effectively negotiate with developers, engineers, and other stakeholders. Attention to detail and the ability to manage multiple tasks while meeting deadlines are essential. The Associate Engineer should have a strong work ethic, with a focus on ensuring high-quality work in every aspect of the review process. This position requires a professional who has a strong understanding of the entitlement process and grading plan reviews and is eager to learn and grow in the field. The role will also require the ability to address conflicts and technical questions, ensuring smooth communication between all parties involved. The Associate Engineer is a natural progression underfill for the Associate Civil Engineer. Incumbents are eligible to promote to Associate Civil Engineer upon attaining a valid certification of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.

The County of Riverside's Transportation and Land Management Agency (TLMA ) is the umbrella agency for multiple county departments, as well as a few distinct TLMA Agency Divisions / departments. The departments include: the Transportation, Planning, Building and Safety, and Code Enforcement Departments, the Riverside County Airport Land Use Commission (ALUC), the Aviation Division, and TLMA Agency Administration. The portfolio's departments are focused on infrastructure, facilities, and critical services, which are essential to the quality of life, safety, well-being, and public health of Riverside County residents.• Reviewing and approving plans or technical documents for providing applicable clearances for Grading Permits, Map Recordation, or Building Permits. The review scope includes, but is not limited to: grading plans, right of way documents, tentative maps, final maps, topographic maps, hydrology/hydraulics reports, WQMP reports, hydromodification analysis, geotechnical studies, and environmental technical studies.
• Writing Custom Conditions of Approval, reviewing consistency with the improvement plans against the WQMP and Drainage Report, processing delta changes requested by Inspection; record-keep approved WQMP and Drainage Reports into PLUS; coordinate reviews for Parkways; Basins and Parks with Valley-wide; provide QA reviews of Flood Control plans; assist Planning, Building and Safety or other Departments for clearing conditions; and meet with Applicants, Developers, and Private Engineers.
• Assign work, give instructions, and resolve difficult engineering and administrative problems in connection with directing the work involved in the planning, design and construction of highways, sanitary landfills, flood control and drainage structures, or review and approval of structural or grading plans.
• Direct the activities of a group of office engineering personnel in analyzing field data and preparing plans, profiles, maps, and related drawings necessary for construction work.
• Make or review stress analyses of structures such as bridges and hydraulic structures; perform structural engineering analysis of proposed commercial, industrial and complex buildings and structures.
• Review grading, building and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policies.
• Assist and advise permit applicants in engineering and technical structural or grading problems; assist and participate in the in-service training programs of building inspectors and engineering technician relative to grading and structural inspections.
• Supervise the preparation of structural drawings; prepare specifications and related contract documents to be used in advertising construction projects for bids.
• Provide technical information to officials of other governmental jurisdictions, other engineers and the public; work with public utility companies in matters of facility relocation and right-of-way.
• Supervise the maintenance of the necessary records pertaining to survey and construction progress, job expenditures, budget programs, and work order balances.
• Supervise the preparation of requests for change orders; supervise the preparation of progress pay and final estimates on contracts.Education: Graduation from an accredited college or university with a bachelor's degree in civil engineering. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)
Experience: Two years of professional civil engineering experience, including one year in either 1) the planning, design and construction of highways, sanitary landfills or flood control projects; 2) review and approval of grading or structural plans for permit issuance; or 3) performing air or water quality control.
