Senior Human Resources Analyst (Finance)
The Riverside County Human Resources Department is seeking a Senior Human Resources Analyst to support the Disability Access Office and Leave Management Division in Riverside.
The Senior HR Analyst is responsible for, complex, and specialized analytical work in the areas of Disability Access and Leave Management. The position develops, updates, and administers programs, procedures, and training materials related to the Americans with Disabilities Act (ADA), as amended, as well as California's Fair Employment and Housing Act (FEHA); federal and state leave laws such as FMLA, California Family Rights Act (CFRA), and Pregnancy Disability Leave (PDL); and effective leave management. This position is responsible for leading, mentoring, training, and providing guidance to other DAO staff members and County departments in the areas of ADA/FEHA and the interactive process, leave laws, and leave management issue. Additionally, the Senior HR Analyst will lead the development and revision efforts regarding the DAO office databases; developing and generating meaningful reports; and coordinating efforts with the Human Resources Business Systems Solutions division.

EXAMPLES OF ESSENTIAL DUTIES
• Develop, administer, analyze, evaluate, and construct leave management program content, as well as data and data collection tools; conduct specialized research in leave management programs based upon best-practices and legal requirements.
• Assist in the training and supervision of other staff in the performance of specialized professional and technical HR program functions.
• Review departmental requests and inquiries and determine steps necessary for disposition.
• Meet with County departments, employees, and employee groups to discuss HR program issues and solutions with line management and employee groups consistent with County policy, legal requirements, leave management best-practices, and Memoranda of Understanding (MOU).
• Confer with employees, applicants, other agencies, and the public relative to leave management, ADA, FEHA functions and procedures.
• Confer with employees, applicants, other agencies, and the public relative to human resources functions and procedures.
• Review departmental requests and inquiries and determine steps necessary for disposition.
• Confer with County officials, department heads and representatives, and supervising staff regarding HR practices, procedures, and policies for leave management activities.
• Conduct special studies and prepare reports relative to a variety of human resources program activities.
• Manage case load of employee leaves of absence, conduct IP meetings, review and process employee requests for workplace accommodations.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree or equivalent education (minimum completed units equaling 120 semester/180 quarter). Additional qualifying technical, paraprofessional or professional human resources experience may substitute for the education based on a year-for-year basis (one year of full-time experience equaling 30 semester/45 quarter college level-units).
Experience: Three years of professional human resources experience, at least one year at within a unionized public sector environment and at least two years of which are at the journey level equivalent to the County of Riverside Human Resources Analyst III, with responsibility for leave management, the interactive process, conducting job analysis, recruitment and selection, position classification, compensation analysis, employee or labor relations, organizational development, or other closely related human resources functions that demonstrate acquisition of the required knowledge, skills, and abilities for the Labor Relations position. (Completion of graduate level courses from an accredited college or university may substitute for up to one year of the required non-journey specialized experience on the basis of 24 semester or 36 quarter units equaling one year of experience.)
Highly Preferred Experience:
Two years of conducting IP's and ADA/FEHA compliance experience within Riverside County HR.
Knowledge of: Principles and practices of public administration and management; principles and practices of position classification, salary administration, recruitment and selection, test development and validation, employee relations, and benefits administration techniques; modern office methods and procedures; the application of statistical methods to human resources work.
Ability to: Understand, interpret, apply, and explain human resources laws, rules, regulations, standards, and procedures; analyze and make improvements in policies and procedures relating to human resources activities; analyze data and prepare clear and concise reports and recommendations; train and provide work direction to other analysts and support staff; secure cooperation of operating officials in accepting and effecting sound human resources management practices; exercise independent judgment and initiative; plan and coordinate major projects; understand and apply abstract concepts and principles; learn new skills, concepts and techniques in public human resources administration; keep abreast of developments in the field of public human resources administration; speak and write effectively.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
